Mic not detected until I click

On my macbook when I double click the control key, the little Monologue UI opens, but it makes a sad noise and shows me this. If I then click on it, it will work. It doesn’t matter whether I choose system default or a specific microphone, it does the same thing. This is in Notion and TextEdit, everything I’ve tested EXCEPT Chrome. In Chrome, it works as expected in the address bar and, for example, this Bug Report dialog. I have rebooted my computer. I have made sure the OS is up to date. I’ve also deleted Monologue and reinstalled it.
